Silver Tail to Silver Fang was only part of Lee Chaolan's moveset in Tekken Tag Tournament. It is a chain between a "normal" move and Lee's main "finisher", which is pretty rare in general. This move can only be performed when Lee Chaolan is partnered with Kazuya Mishima in any tag match.
